Tell CT Lawmakers: Modernize Teacher Layoff Policies

When budget cuts are unavoidable, some of our best educators are on the chopping block just because of their hiring date. Unless we take immediate action, this will continue to be the case in Connecticut, where most districts employ a “last in, first out” layoff policy. 

New research from the Wheelock Educational Policy Center reveals what educators have long known: teachers at every experience level can be highly effective, and many of the newest teachers serve in shortage areas, such as special education, and provide stability in high-needs schools. Yet, under current policy, these critical educators are often the first to go when budgets tighten.

Connecticut is falling behind. Nearly half of all states already weigh multiple criteria alongside seniority, including teacher effectiveness, areas of shortage, and school needs. Even here in Connecticut, districts like Vernon and Danbury have already modernized their layoff policies. If cuts need to be made, no single measure should determine who stays and who goes.
